The practice of a certified clinical supervisor is based on knowledge in the performance domains to supervise substance abuse professionals who work to treat, prevent, or reduce the conditions that place individuals at risk of developing addictive disorder or disease and help prevent relapse (NCSAPPB). 

Supervision is an intervention that is provided by a senior member of a profession to a more junior member or members of that same profession. This relationship is evaluative, extends over time, and has the simultaneous purposes of enhancing the professional functioning of the more junior person(s), monitoring the quality of professional services offered to the clients that she, he, or they see, and serving as a gatekeeper of those who are to enter the particular profession (SAMHSA).

NCCs have voluntarily met high national standards for the practice of counseling. They are competent in skills such as human growth and development, social and cultural foundations, helping relationships, group counseling, career counseling, assessment, research and program evaluation, and professional counseling (NBCC).

The counselor must have earned a Master's degree with a major study in counseling from a regionally accredited or CACREP-accredited counseling program. Applicant was required to earn passing score on the National Counselor Examination for Licensure and Certification (NCE), must adhere to the standards identified in the NBCC Code of Ethics, and are required to earn continuing education clock hours.
